In hopes of helping to formulate the rules instead of having to simply comply, the Permian Basin Home Builders Association came up with its own recommendations for water conservation—a three-tiered plan that could have home builders doing anything from limiting the amount of grass they plant and installing less wasteful irrigation systems to mandating compliance with national water conservation plans.
